It's good to have a partner lending a hand when the going gets tough. It's even better when that partner is YOU. Especially since you can trust only yourself 100% in the Wasted West. With bi-locating, the Syker can mentally project his essence into the world to aid him when conditions are too dangerous to risk his own life. Bi-locating lets your Syker literally be in two locations at one time. He can hear, see, smell, and (sometimes) touch anything in both locations. The TN for this power depends on the Sykers use of it. It's much easier to just have your form appear than it is to have it manipulate objects or even operate machines.
The projected Syker can not act on its own and therefore draws no Action cards but uses the cards its controller. Normal damage and radiation are ignored for the projection. However, supernatural and similar powers done to the projection take a toll of 1 point of strain per wound delt (hit location rolls are not necessary for the projection).
